2026 BBFI National Officer Nominees

 

On Tuesday, April 28, 2026, the State Representatives of the BBFI established the ballot for 2026-2029 BBFI National Officers. This ballot was approved during the BBFI business meeting on Wednesday, April 29, 2026. Below, you will be introduced to each candidate. At the bottom of this page, you can request a ballot to download. After downloading, you will need to print, complete, and return the ballot to the BBFI Mission Office either by mail or by email (see instructions on the ballot) with a postmark date no later than July 1, 2026. President

 

Randy Abell
Heartland Baptist Church
Ames, IA

Randy started Heartland Baptist in 2003 and has been the lead pastor there for 23 years. After graduating from Baptist Bible College in 1987 with an education degree, he served in the U.S. Army as a tank commander in the armored cavalry.  After the army, he returned to his hometown of Bloomington, Indiana, where he started a landscape business and volunteered as the youth pastor and young adult pastor at his home church, Grace Baptist Temple.  

At the age of 35, he felt called to preach, sold his business, and returned to Springfield to complete his master's degree at the graduate school, finishing in 2003.  He and his wife went to Ames, Iowa, and started the church there in a rented building.  The Lord blessed, and they've been through several building projects, the latest a 42,000-square-ft new building on a 21-acre church campus.  Along the way, he's received another master's degree from Faith Baptist Graduate School of Theology in Des Moines and a Ph.D. in theology from Louisiana Baptist University in Shreveport.   

Randy has also been very active in the Iowa Baptist Fellowship, serving as chairman for 12 years before being nominated as VP of Church Planting for the BBF in 2022, a role he has held for the last 4 years. 

 His dear wife of 37 years is Deanna, and they have two children and two grandchildren.  

 
 

 

Phillip Housley
Park Crest Baptist Church
Springfield, MO

Phil Housley has served as the Lead Pastor of Park Crest Baptist Church since 2009. He previously served on staff at Park Crest from 1994–2004 as Associate Pastor, giving him more than 27 years of ministry at the church. Phil is a graduate of Mission University and began his ministry journey serving as a Youth Pastor, Associate Pastor, and Senior Pastor in Cincinnati, Ohio; Springfield, Missouri; Topeka, Kansas; and now again in Springfield, Missouri.

Phil has served the Baptist Bible Fellowship International in a variety of leadership roles, including as Missouri BBFI State Chairman. He currently serves as the BBFI Field Representative for the United Kingdom and as the 4th Vice President of Church Revitalization on the BBFI Executive Committee.

Phil and his wife, Stephanie, have two sons, both of whom serve in full-time ministry. Blake is a church planter in Nashville, and Chase serves as the Student Pastor at Park Crest Baptist Church in Springfield, Missouri. Phil considers one of his greatest blessings in ministry to be watching his sons love and serve the Lord. He has also had the privilege of leading the church to start two church plants and send out missionaries whom he watched grow up in the church and surrender their lives to full-time ministry. While “Dad” and “Pastor” are two important titles in his life, his favorite may very well be “Grandpa.”

Tracy Roby
Overland Park Baptist Church
Overland Park, KS

In 1984, three important events took place in the life of Tracy Roby: he graduated from Baptist Bible College, married his wife, Shana, and began full-time ministry. The first eight years of ministry took place in Texas, serving in Lubbock and Littlefield. In 1992, Tracy became the pastor of Highland Baptist Church in Hobbs, New Mexico. During his ten years there, the church experienced significant growth in Faith Promise Missions giving. While serving in New Mexico, Tracy was actively involved in the Baptist Bible Fellowship, serving as Treasurer, Vice Chairman, and later as State Chairman during his final three years in the state.

In 2002, the Roby family moved to Overland Park, Kansas, to assist in the ministries of Overland Park Baptist Church. After serving for five years as Co-Pastor alongside Jerry Byars, Tracy became the Senior Pastor in 2007.

Soon after becoming pastor, Tracy served one term as Chairman of the Kansas Baptist Fellowship. He also served for twelve years as a trustee of Boston Baptist College and most recently served as the 1st Vice President of Missions for the Baptist Bible Fellowship International. Overland Park Baptist Church has a strong passion for missions and regularly supports an average of 130 mission projects each month. The church has a long history of Faith Promise Missions giving and has surpassed $17 million in total missions giving. For the past seventeen years, the church has averaged between $400,000 and $500,000 annually in missions support. Pastor Roby has often shared that one of the greatest joys of ministry has been seeing missionaries raised up and sent out from their church to advance the cause of world evangelization.

He and his wife, Shana, have four children and six grandchildren.

 
 
 
 

2nd Vice-President (Education)


 

Larry Maddox
Central Baptist Church
Houston, TX

Larry Maddox has served on the staff of Central Baptist Church in Houston, Texas, for the past 54 years. During his first five years, he served as Associate Pastor and Principal of Central Christian Academy. In March 1977, Larry became Senior Pastor and faithfully served in that role for 48 years until March 2025. He currently continues to serve on staff as Co-Pastor alongside his son.

Larry earned his bachelor’s degree from Baptist Christian College in 1976, his master’s degree from Baptist Christian University in 1981, and his Doctor of Philosophy degree from Louisiana Baptist University in 1986.

Larry has served as the President of the Central Missionary Clearinghouse since 2005. He has also served as a Trustee of Pacific Coast Baptist Bible College, Baptist Bible College West, and Baptist Bible College. He currently serves on the Board of Trustees at Louisiana Baptist University.

He and his wife, Debbie, have seven children, fourteen grandchildren, and three great-grandchildren.

 
 
 
 

 

Bob Stephenson
Graceway Baptist Church
Springfield, MO

Robert Stephenson has served as the lead pastor of Graceway Baptist Church in Springfield, Missouri, since 2000. He previously served on the pastoral staff at Ryan Road Baptist Church and with Jack Van Impe Ministries. Bob earned his bachelor’s degree from Baptist Bible College and his master’s degree and Ph.D. in Religious Education from Louisiana Baptist Theological Seminary.

Bob has served the Baptist Bible Fellowship International as a member of the Missions Office Advisory Board, as a BBFI Field Representative, and as Secretary of the BBFI Executive Committee. He has also served on the Executive Committee of the Missouri BBF and as lead chaplain for the Springfield Police Department. In addition, he is certified in dispute resolution through the National Center for Dispute Settlement.

He and his wife, Kim, have one daughter and live in Springfield, Missouri.

 
 
 

3rd Vice-President (Church Planting)

 

Mike Marcellus
First Independent Baptist Church
Austin, TX

Mike Marcellus is the founder and has served as the pastor of First Independent Baptist Church for the past 40 years. During that time, the church has helped start four churches out of its congregation. After graduating from BBC, now Mission University, in 1975, Mike served on the staff of three churches over a ten-year period before planting First Independent Baptist Church in 1985.

Over the past four decades, Mike has served the Baptist Bible Fellowship in numerous leadership roles, including as Vice President of the BBC Alumni Association, BBFI Mission Field Representative for Puerto Rico and the Dominican Republic, and in several offices within the Texas Fellowship, including serving as Texas BBF Chairman. He has also served as Chaplain of the Texas State Senate and on the Board of Advisors for Greg Abbott. In addition, Mike currently serves on eight community, city, and county boards of directors, as CEO of the Christian Compassion Center, and on the Board of Directors of the Central Missionary Clearinghouse. A few years ago, he was honored to receive a Doctor of Divinity degree from Mission University.

He and his wife, Jena, have been married for 45 years and have two daughters, both of whom attended Mission University. They also have eight grandchildren, four of whom have special needs.

 
 

 

David Martin
Graceway Church
Fort Wayne, IN

David Martin is a church planter and the founding pastor of Graceway Church in Fort Wayne, Indiana. He is also the founder and lead chaplain of On Track Ministries, where he serves the stock car racing community across the country by providing spiritual care, encouragement, and Gospel-centered outreach.

David has pastored churches in both Pennsylvania and Indiana and brings decades of ministry experience in shepherding, leadership development, and church multiplication. He is a graduate of Mission University and has continued his theological training through Louisiana Baptist University.

David currently serves as the State Representative for the Indiana Baptist Bible Fellowship and is actively involved in church planting efforts across the state. As a sending pastor, he has helped plant two churches in Indiana. He has also received training in church planter assessment and has served with SEND Indiana, assisting in the evaluation and development of church planters while supporting additional church-planting initiatives.

David and his wife, Theresa, have been married for more than four decades. They are blessed with two married children and two grandchildren

Joel Byers
Central Baptist Church
Tyler, TX

Joel Byers has served as the Lead Pastor of Central Baptist Church in Tyler, Texas, for the past four years. He has served on staff at Central Baptist Church for 15 years, including seven years as Student Pastor and four years as Executive Pastor. Prior to his ministry at Central, Joel served as Student Pastor at Pleasant Hill Baptist Church in Tyler, Texas, for two years and previously served on staff at Grace Baptist Church in Kilgore, Texas, under the leadership of longtime BBFI pastor Donnie Beebe for six years. He also served as an intern at Central Baptist Church for one year. Joel has been involved in full-time ministry for 23 years.

Joel attended Baptist Bible College, now Mission University, for two years before completing his undergraduate degree at East Texas Baptist University in 2006.

Joel has served in several leadership roles within the Baptist Bible Fellowship International. He previously served for four years as the East Texas BBF Chairman and also served on the Texas BBF Board. In addition, he served for two years on the BBFI Missions Advisory Board under the leadership of Jon Konnerup. As Lead Pastor of Central Baptist Church, Joel and the church family have also had the privilege of hosting the National BBFI 75th Anniversary Meeting, as well as previous Texas BBFI and East Texas BBFI meetings.

He and his wife, Amanda, daughter of longtime BBFI pastor Kim Beckham, have been married for 23 years. They adopted their son, Jaxson, from Taiwan 13 years ago.

 
 

 

Steve Doss
Antioch Baptist Church
Gladstone, MO

Steven Doss grew up in Topeka, Kansas. Although he heard the Gospel many times throughout his childhood, it was not until August 8, 1993, that God captured his heart and he trusted Christ as his Savior. The following summer, during a message at summer camp, God called him into full-time Gospel ministry. Steven currently serves as the Lead Pastor of Antioch Bible Baptist Church in Gladstone, Missouri, where he has faithfully ministered for the past 21 years.

Steven earned his bachelor’s degree in Missions from Baptist Bible College in 2001 and a master’s degree in Biblical Counseling from Baptist Bible Graduate School in 2004. He is currently pursuing a PhD in Leadership through Midwestern Baptist Theological Seminary.

He and his wife, Ruth Doss (Liles), have been married for 23 years and have four children.

Kevin Carson
Sonrise Baptist Church
Ozark, MO

Kevin Carson is the founding pastor and has served as lead pastor of Sonrise Baptist Church in Ozark, MO, since 2002 when he started the church.  In addition to his pastoral ministry, he serves as the department chair of biblical counseling at Mission University in Springfield, MO. Kevin writes regularly at kevincarson.com (http://kevincarson.com/). He also serves as a counselor at Sonrise Biblical Counseling Ministry, is ACBC Certified, IABC Certified, the Executive Director of the Biblical Counseling Coalition, an author, and is a frequent speaker at conferences, retreats, and seminars.

Kevin has served the past four years as the 2nd VP (Education) of the Baptist Bible Fellowship International, as a BBFI Mission Field Rep, and as a faculty member at Baptist Bible College and Theological Seminary. He previously served as Vice Chairman of the Missouri BBF. In his role as a faculty member, Kevin has been involved with multiple accreditation teams, developed and maintains two academic programs, and has taught for twenty-seven years on the undergraduate and seminary levels. As an educator, he participates in multiple higher education consortiums of Bible colleges and seminaries.

He and his wife, Kelly, have four children, a son-in-law, daughter-in-law, and two grandchildren.

 
 

 

Michael Haley
Cross Creek Church
Fountain, CO

Michael Haley has served as the Lead Pastor of Cross Creek Church since 2008. Prior to that, he served as Youth Pastor at Palmetto Avenue Baptist Church in Sanford, Florida, for one year; Parkhill Baptist Church in Pueblo, Colorado, for seven years; and First Baptist Church of New Castle in Delaware for five years.

Michael earned his bachelor’s degree from Mission University in 1995 and his master’s degree from Liberty University in 2009.

Michael previously served on the Executive Committee of the Baptist Bible Fellowship International and currently serves as the Colorado State Representative. He is also the author of eight books and enjoys spending his free time hiking the mountains of Colorado.

He and his wife, Misti, have three children, ages 28, 17, and 12, as well as two grandchildren, ages 3 and 1.

Dean Hughes
East Side Baptist Church
Topeka, KS

Dean Hughes has served as the pastor of East Side Baptist Church in Topeka, Kansas, since July 2009. He previously served as a worship leader and associate in churches in Tennessee, Missouri, Texas, and Oklahoma. Dean earned his Bachelor of Arts in Music Education from Baptist Bible College in 1985 and a Master of Arts in Biblical Counseling from the Baptist Bible Graduate School of Theology in 2001.

Dean currently serves as the Treasurer of the Baptist Bible Fellowship International. He previously served for several years as the Kansas BBF State Representative, as well as a Baptist Bible College Alumni Vice-President.

He and his wife, Elaine, have two children and two twin granddaughters.
